The company EMVO is a non profit organisation, with the responsibility for the direction and oversight of the European Medicines Verification System and specifically for the European Hub which forms the fulcrum of the system and also forms the connection gateway for pharmaceutical manufacturers. The system allows the conformation of authenticity for prescription medicines across Europe and is a real-time transaction based system akin to credit card transaction processing. Security is of paramount importance as is reliability, availability and adherence to globally recognized pharmaceutical quality standards. The successful applicant for this role will be responsible for the adherence of the EMVS to agreed standards and specifications as well as liaising with key stakeholders to further develop and enhance the system. The ability to network with key stakeholders and become the favoured and key person to "go to" for all technical and design issues is a vital aspect of the role. The role can only be filled by someone who is confident, outgoing and has first class presentation skills. We are a young vibrant team looking for someone with the skills and qualities to lead the operations function and further develop our EMVS roadmap in consultation with your wider system community.

• STRATEGY:

• LEADERSHIP:
  Ensure that all key constituents within the project and organization are both identified and courted to ensure that at all times our company and especially the Operations Team are viewed as the focal point of knowledge and advice.
  Ensure that current and planned technical architecture, investments and solutions are aligned with the organization objectives.
  Prepare and monitor the operations department budget such that at all times it meets prevailing objectives and constraints.
  Implement the most appropriate and effective organizational design to deliver the EMVS and provide first class support and advice to both customers and key stakeholders alike.
• TEAM DEVELOPMENT
  Manage and support the hiring, development, mentoring, evaluation and retention of highly qualified professionals forming the operations team.
  Foster an open culture of innovation, transparency and accountability in IT.
  Ensure that the organization has strong systems analysis and project management skills and the ability to execute business-critical projects.
  Develop and maintain an organizational plan that provides for succession and continuity in the most critical departmental positions.
• FUNCTIONAL REQUIREMENTS:
  Work closely with our key stakeholder partners across all member states and become a vital link between them and EMVO.
  Ensure that customers receive excellent and consistent service and support.
  Ensure that all technical and quality documentation and material is both accurate and clear when delivered.
  Drive the development objectives for EMVS in collaboration with all key stakeholder partners.
  Work directly with the primary supplier of the European Hub to ensure clarity of tasks, timely delivery to agreed quality standards and effectiveness of costs incurred.
  Review, recommend, and oversee the vendors of all projects under the scope of the operations department and negotiate the associated contracts.
  Monitor existing and establish new appropriate service levels and the processes to ensure that KPIs are met across the EMVS and with our primary supplier.
  Maintain oversight of all operations projects, ensuring that commitments are properly planned, staffed, monitored and reported.
  Establish a comprehensive information security program to ensure the integrity, confidentiality and availability of relevant data.
  Lead the design and implementation and maintenance of the computing infrastructure that supports the organizations operations and business applications.
  Establish and enforce IT policies, processes, portfolio management, development standards and methodologies in line with EMVO quality system.
• REPORTING:
  Provide regular report to the target audiences (Board of Directors, Internal Stakeholders National Medicines Verification Organisation, On-boarding Partners/Pharmaceutical Industry, Management Team) on system stability, system development and performance, operations projects and KPIs.

• Management experience:
  Experience in guiding an organization through the operation of a large computer system.
  Capacity in negotiating, communicating and collaborating with vendors providing software and services.
  Experience in managing complex programmes/projects in an international environment.
• Preferably experience in the pharmaceutical/financial transaction sector
• Subject matter expertise:
  Knowledge of the trends for the technology relevant to the EMVO (e.g. cloud computing)
  Capacity to discuss with the technical expert(s) and decide on the technological strategy and technical architectectures.
  Experience in the operation of a system, preferably according to GAMP5 Best.
